Find inactive Jira users you're still paying for
License Audit lists licensed users who haven't changed, commented on, logged work on or created anything in Jira for a period you choose. It is read-only, so it can't deactivate anyone or change your site.

Seats per product
For Jira Software, Service Management and Product Discovery: the seats Atlassian bills you for, your plan limit, and how many belong to inactive users.
Inactive users
Each inactive user with how long they have been inactive: 90–180 days, 90–365 days, or over a year. Longest first.
Yearly cost
Enter what one seat costs you and the report shows the yearly total for the inactive seats.
CSV export
Download the full list in a format that opens in Excel.
How it decides
How a user is marked inactive
Changing a status or field, logging work, commenting, or creating an issue. Being assigned an issue does not count, because someone else did that.
A quick scan clears most active users. Anyone it can't clear is checked against every issue on the site before being listed.
The user list comes from your licence groups, and seat counts are the figures Atlassian bills you on.
The app has no write permission. It runs on Atlassian Forge, so your data stays in Atlassian's cloud. Only site admins can open it.
Getting started
Install and run an audit
Install
In Jira, go to Settings → Apps → Find new apps and search for License Audit for Jira.
Start the free trial
30 days free. After that it is billed per user per month on your Atlassian invoice.
Run an audit
Pick a period and click Run. You can close the page; the report will be ready when you come back.
